Procurement Specialist/Team Lead

VinSmart Future is seeking candidates for the Procurement Specialist/Team Lead position to accompany large-scale technology, infrastructure, and digital transformation projects. This position is responsible for building and implementing procurement plans, sourcing and managing suppliers, organizing tenders, negotiating contracts, and optimizing investment efficiency. Candidates will be responsible for one of the following specialized areas:
Technology Infrastructure
Specialized Equipment & Licenses,
IT Services & Consulting
Centralized IT Procurement.
This is an opportunity to work with leading domestic and international technology partners, while also participating in strategic projects within the Vingroup ecosystem.
Responsibilities
Execute procurement process:
Receive procurement requests from departments; check, confirm, and process according to the approval procedure
Conduct sourcing, request for quotation, negotiate, submit unit price for approval, and select suppliers
Develop and operate the processes of the IT procurement center
Coordinate with Finance, Legal, and Accounting to complete contract signing procedures
Manage and store department documents and approvals: ensure completeness, accuracy, and confidentiality of documents
Monitor progress and report on procurement:
Track the progress of document and contract processing; periodically report on status and emerging issues. Report on cost optimization, process compliance, supplier and individual evaluation
Prepare documents for regular and ad-hoc internal inspections and audits. Ensure compliance with internal procurement procedures and relevant legal regulations
Improve processes and team capabilities:
Assign tasks, train, and monitor the work efficiency of team members (Team Lead)
Evaluate and propose development for the procurement team's capabilities (Team Lead)
Propose improvements to procurement processes; apply e-procurement systems to automate and increase transparency
Analyze IT supplier market trends; propose strategies to optimize costs and supply chain risks
Requirements
University degree or higher in: Economics, Foreign Affairs, Commerce, Law, Finance, etc.
Experience
For Specialist:
2+ years of experience in: Procurement, Vendor Management, Administration, Contract Management, Tendering Experience
For Team Lead:
5+ years of relevant experience.
Experience in team management or coordinating large-scale procurement packages.
Ability to build procurement strategies and manage suppliers.
Professional knowledge: Understanding of procurement processes, tendering, and contract management.
Knowledge of the IT market and technology products, services.
Understanding of cost structures, deployment and operation models for technology solutions is an advantage.

Ability to read and understand technical documents and contracts in English
Preferences
Candidates with experience in IT, telecommunications, or technology procurement.
Candidates with good foreign language skills, communicative English is a significant plus
Ability to work with foreign partners is an advantage

Working Hours
- 05 official working days at the office (Monday – Friday).
- 02 remote working days per month on Saturdays on a rotating schedule.
- Flexible working hours with check-in window from 08:30 – 09:30.
- Proactively manage time to complete 08 working hours/day.
